  1. Kuwait is ruled by the Al-Sabah dynasty, founded in 1759. 
  2. Britain administered its foreign relations and defense from 1899
  3. until independence in 1961.  The majority of the population is
  4. non-Kuwaiti, mostly Palestinians,  all of whom may not vote.  Oil
  5. was first exported from the country in 1946 and today it is the
  6. nations economic mainstay.  Oil pays for free medical care,
  7. education, and social security.  There are no taxes except for
  8. customs and duties.  Kuwait oil tankers have come under frequent
  9. attack by Iranian airplanes because of Kuwait's support of Iraq
  10. in the Iran-Iraq war.  In July of 1987, U.S. Navy warships began
  11. escorting Kuwait tankers through the Persian Gulf.                    @
